Actual IP Address or Proxy?

tl;dr - Looking for some aid and reassurance about an IP being a proxy or a vpn. Tried some steps suggested here as well as others but I'm an indecisive/paranoid freak lol.

So, I was searching online for awhile for an answer and this forum came up with some helpful information. It seems like there is no 100% way to tell if an IP address is running through a proxy or VPN but there certainly are ways out there to make a solid educated guess. Which provided with the information I have found here with other posts as well as my own "detective" work, I believe I've got my answer. But with that said, I'm not certain in my choice.

Basically I have a forum, much like many seem to have when looking into this and there was a member that was causing some issues with other members. After some complaints it was decided to remove them from the members list and even eventually blocking them from viewing anything about the forum. But a couple weeks later I noticed some odd activity from a new user, with a different IP and everything. Doesn't seem like much, it happens. Fast forward another couple weeks and I started to wonder. Their activity was odd to say the least. Constantly visiting the forum but never applying to join, never messaging any of the admins if they had a question about something. Overall it became almost a game attempting to figure out what this person wanted.

That's when I remembered the problem member and it dawned on me they seem to both log onto the forum at the same hours. So I looked up both IP address' to compare. The result came back with them both being from the same country and even the same city. I know IP trackers can be a bit off in terms of exact locations but that was still enough for me to look further. There was one difference between the two, the ISP. I had heard of the one before, despite it not being from my country but the other one I had no idea of. So I looked into the second company and it turns out they specialise in hosting virtual private servers. Again, at this point I was pretty sold on the fact that these are in fact the same person. But I went ahead and contacted the company and their response gave the implication of them being an ISP as well (though I'm not convinced in the traditional sense). Basically at this point I'm like 99% sure its the same person. But between not seeing some of the info or giveaways mentioned on this forum while looking the IP and the company trying to say they are sort of an ISP...I can't pull the trigger and just blocking out this second IP address.

The Virtual Private Server host is most certainly a proxy. Post the name of the ISP, or the IP address minus the last 3 numbers and we'll check it for you.

That's what I figured when I looked the company up and it said they specialised in mainly that. Not sure why they tried to imply they are also an ISP when I really see no evidence of them being that. If anything it just raised my suspensions.

The "ISP" in question is Digital Ocean (again, not sure why they tried to imply they are like a traditional ISP). That's the company that shows up with a quick tracker search. It IP in question is "178.62.44." minus the final set of numbers. Like I said before, at this point I'm pretty convinced a proxy is being used by the banned person in question to get around said ban. But I don't full trust myself to pull the trigger on that conclusion. So thanks in advance for checking it.

According to their website, Digital Ocean is a "big data" cloud-hosting solution - anyone connecting to your forum via an IP of theirs is without a doubt proxy'ing.

Thank you very much for confirming my suspicions. At this point, since someone else is in agreement with my thoughts I can comfortably move ahead in dealing with the issue. The lengths some people will go through just to view a place though.
