i've seen it done. it is not legal. and there are underground programs out there that will rip most anything off of a cd or dvd. even a song from a movie rental. search for it, and you will find it.
Truthfully, I believe that the backing up of games is in a legal gray area. Technically, you should be able to back up games you payed for and own. If it truly was illegal, I don't see why there would be so many legal programs out there for ripping games. I'm not going to say how to do it, just in case it is illegal and I don't know, but I'll give you a hint: search on the internet for something like, "making isos from cds". That should give you all the information you need.
