thats it thats what I want to know. it says to go to file options but not what to do when i get there
If all you want to do is something like have a Word document (.doc) automatically open with WinWord (Microsoft Word) instead of Open Office's Writer, right-click on the file you want to change and in the pop-out menu, click "Open With".  At the bottom of that pop-out, click "Choose (default) program" and then the "Open With" window will appear.  Click the box that says "Always use the selected program...".  If the program you want isn't in the upper part of this window, navigate to its exe by clicking Browse.  You will probably find the exe in C:\Program Files\[your desired program's root folder].  Select it, click Apply, OK (or whatever). There are other ways to do this depending on the operating system, but that is the easiest.
