If you make a 'regular' phone call ie; not using Skype or any kind of app - just "the phone" on your smartphone, then no, they cannot get the IP address of your phone.. even if they did it wouldt matter because all you have to do is turn your phone off then back on and the phone would have a new IP.

is it possible to obtain the ip address and computer location from a text message?
you cant get an IP address from a regular txt message and you can't find a precise (or even semi-precise) location with an IP address anyway.
