The "Find my Friends" app is now called "Find My" in ios 13 and newer. In order to find your sister's location using the Find My app, she first has to give you permission to view her location, and as long as that permission is giving, she can easily see that you have the permission to see her, if she checks.. If you have permission to view her location, there is no direct way to know exactly when you are using Find My to see where she is.
If you use the "notify my" feature in Find My, which will notify you when she leaves or arrives at a certain location, she will get a pop-up and must give permission to allow you to get the notification.
