Keep Facetime from using my cellphone data

I have signed out of facetime and imessage on both my devices and out of my apple id on my mac and changed my password but the greyed out CHECKED phone number still appears on my facetime when I turn it on again. I am concerned that if I use facetime, my limited cell data will be used if I am out of range of wifi. What am I missing? I just want to UNCHECK my number.

What you're missing is that you've already done what you need to do.
If you are signed-out of Facetime/iCloud, then you can't use Facetime. If however you are still paranoid about Facetime using your mobile data you can also do the following:
In Settings|Facetime, turn Facetime OFF
In Settings|Cellular, under "use Cellular Data For:", turn OFF Facetime
