Microsoft will NEVER call you
Even if Microsoft DID call you, it would be about WIndows, not about your IP address..
This call is a well known scam.

I beleve someone has stolen my ip address to create an email acct. to make it look like it was created on my home computer. how is this possible and can I prove that my ip adress has been stolen

Read all the other comments in this thread - your IP address cannot be 'stolen'.. as long as you arent giving away your internet connection (and IP address) via an unsecured WiFi setup the possibility of someone else using your IP address is virtually zero..
You could easily prove it was not you via the email company's records, your Internet Service Provider's records, or the internet service provider records of the perpetrator - meaning, there is no way you can 'prove' it on your own without legal assistance (unless you are a judge or an attorney)..

I was told someone used my ip and accessed a bank account but it wasn't me I don't know what to do please help

Read all the other comments in this thread - your IP address cannot be 'stolen'.. as long as you arent giving away your internet connection (and IP address) via an unsecured WiFi setup and as long as your PC is not infected with malware the possibility of someone else using your IP address is virtually zero..
