ever since about 2 months ago when my new neighbors moved in ive been having weird downtimes and very slow internet. this is killing me and pissing me off because my internet is usually super super fast. is there a way to tell like a free program? and is there a way to stop it from happening?
Are you using a wireless router? If so, I highly recommend setting up a WPA (password protected) wireless connection.
Most wireless routers can be accessed by typing
http://192.168.1.1/
into the web address bar up top. You should then be able to set up a secured account.
If you are worried they are snagging it via hardwiring from your outside cable box, just call your internet company and ask them to come out and check your connection. Just tell them you are having problems and need a service tech to come out.

On another note, I steal wireless from my parents next door. (I guess it's not really stealing since we agreed I should cancel my cable subscription and save money by tapping in to theirs...) but from the original post he mentions this could slow down your connection. Is that true? I thought it didn't matter how many people were using their computers at the same time. If anyone knows the answer, please clarify for me.

Yes, it can slow your connection down. Especially if you are downloading/uploading large files. Each household is only alloted a certain amount of bandwidth, though some companies let you increase your bandwidth for a fee.
