Two iPhones on same iCloud

Questions for you,
1) if two iphones share the same icloud, one has imessages turned on, the other has it turned off and no backups exist for either phone (also, all icloud back up and syncing options are off), is it possible for either phone to recover old imessages from the icloud?
2) say a backup does exist but is rather dated, do ALL imessages ever sent from the backed up phone make it into the backup file or just the ones that were in the txt/imessages inbox at the time of backup?
3) does icloud store all imessages ever sent or does it only store the imessages in the form of a backup of the iphone meaning only messages on the latest backup will be recovered?

1) when you turn iMessages on, on the one that has been off, it might pull in all old imessages. When you turn on imessage it will pull in some - i'm just not sure how far back.

2) When a iCloud or iTunes backup of an iPhone is made, it takes a snapshot of everything on that phone at that moment. Only what was on that device at the time of backup will be included in the backup

3) iMessages in iCloud and iCloud backups are two totally separate things. iCloud will store some/many iMessages for delivery later. I have not been able to confirm how long it will store those messages.

Follow up question... pertaining to
1) if the iphone with imessages on deletes all imessage conversations in its inbox are those conversations gone for good? For example i deleted all the imessages in my inbox and then deleted the icloud account from my phone as well as the backup from icloud, i then added the icloud account back and turned on imessages and in my case no old messages came back. So is this to say that if two phones share an account one with imessages on and the other with it off, if the imessages are deleted from the phone with the imessages on than if the other phone turns on imessages it will not pull the deleted messages?

Guess i'm trying to figure out how icloud saves imessages and what exactly does it save... so if you delete the messages from your inbox on all iphones with imessages then add a new phone to the icloud all those deleted messages are gone for good and only new ones will appear on the synced devices?

No - they are not necessarily gone for good.
When I have added new devices to my iCloud account, iMessages that I had previously deleted from other devices appeared on the newly added device. Not every message, but many - I do not know for sure how far back they are stored in the iCloud. (the backup has nothing to do with it).

Do you have backups on for your i-devices? From what I have read on other sites, the icloud will backup devices roughly once a day and the backup contains imessages as part of the backup file. So you may have retrieved imessages on the new device because you have backup enabled on one of the other devices using the icloud account (just a theory, apple isn't very clear with how their stuff works). Much like retrieving contacts from icloud i believe imessages works the same for having multiple devices on the same icloud.

Enabling iMessage on a device does not restore data from a backup.
Only restoring from an iCloud backup will retrieve data from a backup.
